Moved Larson/Sawka:  That we move into committee of the whole, and that we     rise and report at the end of Jill’s remarks.                CARRIED<br />
Rising out of committee, it was reported that FSAs were discussed.</p>
<p><span id="more-118"></span>
<p>4.  REPORTS<br />
a) President (Gaby Bureau):  Discussed the FSA vote on Dec. 9-10, at each school     or the union office; visits will be made to each school to speak about this.      Comments about the idea of offering extra prep time or NIDs to new teachers,     mentioned at Board Meeting; they can’t do this without Bargaining, as it is part of     the Contract.  Working groups on School Closures and on Class Size and     Composition are ongoing; the School Closure group will be presenting to the     Board in December, the other group possibly in February.  New contract is now     ready, new Staff Room binders will be reappearing soon; this is not the 2006-    2011 contract, but an older version.  There have been some changes to Benefits.      Thanks to Nick Adey and Elliott Fox-Povey for the work they have done keeping     us informed during the Municipal Election.</p>
<p>b) Bargaining (Kathy Murphy):  Short comments on Contract and ongoing issues.</p>
<p>c) L.R. (Joanna Larson):  Comments on FSA vote, with information from the RA.</p>
<p>4.  OLD BUSINESS<br />
a) Constitution and By-laws:  Notice of changes was given at the May 2008     General Meeting.  Moved Murphy/Larson, that we adopt the changes     recommended for By-Law 4.14.                     CARRIED<br />
MOVED E. Braid/Elliot, that we adopt new By-law 5.9.        CARRIED<br />
b) Health and Safety: working alone (Tamara Thompson).  Inconsistencies from     school to school, differing interpretations of various rules, etc., so some new     protocols have been issued.  Also a plea for violence reports to be filled in and     submitted, as many are not bothering to file these.</p>
<p>c) Secondary Rep. for Bargaining Committee – Joanne Chrona has volunteered.</p>
<p>5.  NEW BUSINESS<br />
a) Provincial vote – covered above</p>
<p>b) Class size and composition and School closure working groups:  Please feel     free to participate, and fill in the surveys that come around or attend the meetings.<br />
Moved E. Braid/Fox-Povey, that the PRDTU president investigate the possibility     of establishing an elementary segregated program(s) for students with exceptional     disabilities, and report back to the PRDTU Executive.        CARRIED</p>
<p>c) Motion for life-time membership:  Moved Larson/Jong-Bowles, that Susan     Crowley be inducted as a life-time member of the PRDTU.        CARRIED                                             unanimously<br />

<p>d) Motion of support for Victoria teachers:  Moved Larson/Fox-Povey, that we     support the Victoria middle school teachers in their struggle for fair prep time.<br />

<p>e) Increase of administration time: an issue at one school was raised and     discussed.  Moved E. Braid/Larson, that the new .2 position for Math Makes     Sense be referred to the Grievance Committee.        CARRIED<br />
Moved Larson/A.Braid, that we refer all increases in administrative time to the     Grievance Committee.                        CARRIED</p>
<p>6.  ANNOUNCEMENTS<br />
a)  Christmas party December 6th, Highliner.  Tickets will be issued for sale next     week, and non-union members are welcome to purchase them.</p>

<p class="MsoNormal">That the ad-hoc committee to examine the Executive Committee hiring process consist of five members of the Representative Assembly.</p>

<p class="MsoNormal"><strong>RA Ombudspersons</strong></p>
<p class="MsoNormal">That the Representative Assembly annually elect at the Spring RA, up to three members who will be members of the Representative Assembly the following year to serve as ombudsperson(s) for meetings of the RA and AGM.</p>

<p class="MsoNormal"><strong>Grants to Locals</strong></p>
<p class="MsoNormal" style="margin-left: 27pt; text-indent: -27pt;">1.      That a grant be established to assist locals prepared to take political and demonstrative actions to assert their right to free collective bargaining on matters of significant concern to the local and its members. The grant would cover costs related to a local campaign to obtain improvements for members to an amount of $25,000.</p>
<p class="MsoNormal" style="margin-left: 27pt; text-indent: -27pt;">2.      Additional costs for the campaign would be shared equally between the locals and the Federation.</p>
<p class="MsoNormal" style="margin-left: 27pt; text-indent: -27pt;">3.      Consent for the grant is by the Executive Committee upon application by a local that meets the following criteria:</p>
<p class="MsoListParagraph" style="margin-left: 0.75in; text-indent: -27pt;"><span style="font-family: &quot;Arial&quot;,&quot;sans-serif&quot;;">a.      the local has already initiated work on the issue and it has a profile in the district</span></p>
<p class="MsoListParagraph" style="margin-left: 0.75in; text-indent: -27pt;"><span style="font-family: &quot;Arial&quot;,&quot;sans-serif&quot;;">b.      the issue has provincial application</span></p>

<p class="MsoNormal" style="margin-left: 27pt; text-indent: -27pt;">4.      Grants issued under this proposal would be a cost to the Collective Bargaining Defence Fund as per procedure 10.L.10 (i).</p>
<p class="MsoNormal" style="margin-left: 27pt; text-indent: -27pt;">5.      Grants approved under this proposal may be increased by a favourable vote of the Representative Assembly.</p>
<p class="MsoNormal">
<p class="MsoNormal"><strong>Agreement on Internal Trade</strong></p>
<p class="MsoNormal" style="margin-left: 27pt; text-indent: -27pt;"><span lang="EN-CA">1.      That the BCTF express its opposition to the labour mobility provisions of the Agreement on Internal Trade entered into by the premier and the commensurate lowering of qualifications for professional certification of teachers in British Columbia.</span></p>
<p class="MsoNormal" style="margin-left: 27pt; text-indent: -27pt;"><span lang="EN-CA">2.      That the BCTF call for a full legislative debate and decision on any trade agreements contemplated by the provincial government.</span></p>
<p class="MsoNormal" style="margin-left: 27pt; text-indent: -27pt;"><span lang="EN-CA">3.      That the BCTF call upon the College of Teachers to vigorously oppose the labour mobility provisions of the Agreement on Internal Trade and any further lowering of qualifications for professional certification for BC teachers.</span></p>

<p class="MsoNormal"><strong>Social Justice 12</strong></p>
<p class="MsoNormal">That the BCTF support the student campaign in Abbotsford to convince their school board to offer the full Social Justice 12 course to all students who elect to take the course.</p>

<p class="MsoNormal" style="margin-left: 0.75in; text-indent: -27pt;">b.      eliminate the compulsory administration of Foundations Skills Assessment tests to all Grades 4 and 7 students, by changing to a process of random sampling with neither schools nor students identified.</p>
<p class="MsoNormal" style="margin-left: 0.75in; text-indent: -27pt;">c.      consult with the teaching profession to develop appropriate and educationally sound means of assessing BC’s education system.</p>
<p class="MsoNormal" style="margin-left: 27pt; text-indent: -27pt;">2.      That locals lobby MLAs, trustees, DPAC and PAC representatives, labour councils, and other union and community groups to help persuade the minister of education to make these changes.</p>
<p class="MsoNormal" style="margin-left: 27pt; text-indent: -27pt;">3.      That locals meet with superintendents and chairpersons of boards of education to discuss the educational and professional concerns of teachers related to the existing Foundation Skills Assessment program and to advocate for the foregoing changes.</p>

<p>FINANCE<br />
Fee Recommendations – 2008-09<br />
That the Representative Assembly recommend to the AGM:</p>
<p>That for the 2008-09 membership year, the fee for those members under By-law 1.1(a) shall be 1.45% of the actual salary of the member, allocated as follows:</p>
<p>            1.31% to the General Operating Fund,<br />
            0.06% to the Collective Bargaining Defence Fund,<br />
            0.05% to the Public Education Defence Fund,<br />
            0.02% to the Provincial Bargaining Fund,<br />
            0.01% to the Contingency Fund</p>
<p>Except that the fee for active members who are teachers on call shall be 0.36% of the actual salary of the member allocated in the same ratio as above.</p>
<p>Other Membership Fees<br />
That for the 2008-09 membership year, the fee for affiliate administrative membership under By-law 1.6, exclusive of the Salary Indemnity Plan, be $50.</p>
<p>That for the 2008-09 membership year, the fee for those who are members under By-law 1.2 (associate membership), shall be $50, except that the fee for associate members who are uncertificated teachers’ replacements shall be 0.36% of the actual salary of the member, and except that the fee for associate members who are students enrolled in programs of study in university/college programs leading to certification as teachers shall be $1.00.</p>
<p>That a member who is on leave of absence either without pay or on a deferred salary leave remains an active member, without payment of fees.</p>
<p>That for the 2008-09 membership year, the fee for those who are members under By-law 1.6 (affiliate membership) shall be an amount negotiated between the BCTF and the affiliate, on a fee-for-service basis.</p>
<p>That for the 2008-09 membership year, the fee for active membership for those who are members under By-law 1.1(b) shall be the same as the fee for active members under By-law 1.1(a), provided that the Representative Assembly may, in establishing policy regarding the eligibility of such members, waive or modify the fees.</p>
<p>Minimum Local Fee<br />
That effective July 1, 2008, statement 10.J.04 (page 72) be amended to read: “That for the<br />
2008-09 budget year, the minimum local fee for BCTF grant purposes be $325.”</p>
<p>Sharon McIvor Defense Fund<br />
That the Federation donate $10,000 towards the legal defence of the Supreme Court decision in the Sharon McIvor case.</p>
<p>LOCAL RESOLUTIONS<br />
Preparation Time<br />
That the BCTF provide full legal and financial support for Victoria middle school teachers who are in a dispute with their employer over their professional autonomy to decide what they do during their preparation time.</p>
<p>Bargaining<br />
That when the BCTF is negotiating with BCPSEA about an issue that negatively impacts on a specific local or locals that the local(s) be consulted before any agreements are made between the provincial bodies.</p>
<p>Manufacture of Armaments<br />
That the BCTF urge the government to stop the sale of MacDonald, Dettwiler and Associates LTD to Alliant Techsystems of Minnesota (ATK), a company that manufactures armaments.</p>
<p>Opposition to Dues Increase<br />
That an action plan be developed and brought to the 2008 AGM by the BCTF Executive Committee, including lobbying all college councellors to oppose any such motion should the BC College of Teachers plan for a dues increase to pay for criminal record checks, the Public or Employer Registries.</p>
<p>CLASS SIZE/COMPOSITION<br />
Learning Round Table<br />
1.   That the BCTF continue to participate in the Learning Round Table only as long as the focus of the meetings is on learning conditions, particularly class size and class composition.</p>
<p>2.   That the BCTF, through the Bill 33 review process promised by the premier, demand substantial changes to the legislation that includes the following:<br />
      a.   ratios and case load limits for specialist teachers<br />
      b.            reduction in class sizes when students with special needs are included<br />
      c.   class size limits that provide safety in shop and lab courses<br />
      d.   firm class size limits in middle and secondary schools<br />
      e.            reduction in class sizes when there are multi-age/multi-grade classrooms.<br />
      f.    firm class-composition limits at all grade levels</p>
<p>3.   That the BCTF demand the government fully fund Bill 33 and future legislation on class size and composition.</p>
<p>4.   That the BCTF make it clear to government that the above demands are being made without prejudice to our provision that these matters should be included in collective bargaining and without prejudice to our position on local bargaining.</p>
<p>5.   That the spring Representative Assembly review BCTF participation in the Learning Round Table.</p>
<p>Langley Inquiry<br />
That the BCTF Executive Committee develop a comprehensive provincial action plan to address the recommendations contained in the Langley Special Education Inquiry Report for presentation to the 2008 AGM.</p>
<p>ELECTIONS<br />
The following were elected as CTF AGM delegates:<br />

That the BCTF give notice to withdraw from the Canadian Teachers’ Federation and, concomitantly, that the BCTF work with other teachers’ unions within the Canadian Labour Congress to establish a representative teacher organization.</p>
<p>SUPPORT FOR TEACHING AND LEARNING ACTION PLAN<br />
Marked FSA Booklets<br />
That teachers be advised to not participate in the distribution of marked FSA booklets to parents.</p>
<p>FSA Mandated Testing<br />
That in the event that marked FSA booklets are distributed to parents by administrators, teachers be advised to provide parents with accompanying printed information outlining teachers’ concerns about the FSA and the proliferation of mandated testing. </p>
<p>EXECUTIVE COMMITTEE RECOMMENDATIONS<br />
TOCs for AGM Attendance<br />
That the BCTF cover TOC costs for a local to send delegates and local representative(s) to the BCTF AGM when the following condition has been met:</p>
<p>The local has attempted to negotiate with the board that the employer cover the costs of TOCs for local delegate(s) and local representative(s) attendance at the AGM when the board has implemented a spring break different from that set by the provincial calendar.</p>
<p>Policy 9.D.159<br />
That policy 9.D.159 be amended as follows:</p>
<p>1.   In d. replace “teaching conditions” with “working and learning conditions.”<br />
2.   Add f. “Teachers are covered under the full provisions of the collective agreement in their<br />
      local, including salary and benefits.”</p>
<p>Green Lateral Exchange/Transfer<br />
That the objective of green lateral exchange/transfer between districts be referred to the next round of provincial bargaining.</p>
<p>AGM REFERRALS<br />
Resolution 19 &#8211; Exploration Programs<br />
That the BCTF lobby the provincial government to ensure the provision of necessary funding and staffing for Exploration programs at middle school sites.</p>
<p>Resolution 135 &#8211; Goals of the BCTF<br />
That an ongoing goal be added to the list of “Goals of the BCTF,” and that this goal be: “to promote the well-being of members through working conditions that nurture ongoing health and vitality.”</p>
<p>Resolution 147 &#8211; Parent Presentation Workshops<br />
Referral<br />
That the following motion be referred to the budget-setting process with report back to the Spring RA:<br />
That the Executive Committee be requested to increase the support provided to parent presentations in order to develop additional workshops and cover training and travel costs.</p>
<p>Resolution 158 &#8211; International Kyoto Agreement<br />
That the BCTF request that the CTF and member organizations lobby the federal government and members of parliament to have Canada adhere to the International Kyoto agreement.</p>
<p>Recommendation 18 &#8211; Canadian military recruitment strategies<br />
That the BCTF oppose Canadian military recruitment strategies which present misleading information eithr visually or verbally, and/or target underprivileged people.</p>
<p>Recommendation 19 &#8211; Hydro-electric Power Sites<br />
That the BCTF oppose the privatization of BC water resources and hydro-electric power sites by:<br />
·        informing members that this is taking place<br />
·        encouraging members to speak out against the process in their communities<br />
·        encouraging members to lobby their MLAs and locally elected officials<br />
·        writing a letter to the premier.</p>
<p>Recommendation 20 &#8211; Foreign Workers<br />
That BCTF lobby government to implement measures to ensure that foreign workers:<br />
1.   are given the right to apply for citizenship or landed immigrant status.<br />
2.   be able to have spouses and families accompany them.<br />
2.      are paid current market wages and benefits for their occupation.<br />
3.      are required to take the same tests as workers from other provinces.</p>
<p>Resolution 161 &#8211; Status of Women<br />
That the BCTF demand that the federal government restore funding to Status of Women Canada and that the mandate of Status of Women Canada include the goal of equality for all women in Canada.</p>
<p>Resolution 163 &#8211; Human Rights Commission<br />
Referral<br />
That the following motion be referred to the Executive Committee for report back to the Spring RA:</p>
<p>That the BCTF call upon the provincial government to:<br />
1.   restore the human rights commission with its previous mandate and powers which existed in 1996.<br />
2.   fund the commission adequately.<br />
3.   restore the office of the human rights commissioner.<br />
4.   call upon each school district to establish multicultural, antidiscrimination,  and equity divisions under an officer to receive, investigate, and report violations of human rights to the local school board, the local president, and, if necessary, to the commissioner.</p>
<p>Resolution 166 &#8211; War Resisters’ Campaign<br />
That the BCTF endorse the War Resisters’ Campaign and make a donation of $5,000 to the campaign.</p>
<p>Resolution 169 &#8211; Drug Addiction Study<br />
That the BCTF press the federal and provincial governments to fund an in-depth scientific and social study on the cost/benefit of government distributing drugs to addicts on an ability to pay basis, and further that the BCTF press the opposition parties to commit to such a study should they form government.</p>
<p>Recommendation 23(b) &#8211; Policy 49.19.b<br />
That Policy 49.19.b. (p. 159) be amended to read:<br />
b. That BCTF locals work to eliminate the practice of contract teachers calling out, selecting, or expressing a preference for particular TOCs to fill a teacher absence.</p>
<p>Resolution 177 &#8211; EI Regulations<br />
That the BCTF encourage members to write letters of support for the UFAWU-CAW campaign to change EI regulations, and that the BCTF lobby government in support of this campaign.</p>

	MOVED Konsmo/Cowley:  That we place a quarter-page ad in 	the newspaper, explaining the union reasons for withdrawal and 	our position on the issue.  					CARRIED<br />
